It is recognised that
the practice of adoption when money
is paid to parents or guardians
presents a very difficult problem,
and is in many ways open to serious
abuses, particularly with regard
to the adoption of girl children.
The Hong Kong Government has
attempted to deal with possible
abuses by two recent amendments
of the law, namely Ordinance No.13
of 1929 (Offences against the Person
Amendment Ordinance) and Ordinance
No. 21 of 1929 (An Ordinance to amend
the Protection of Women and Girls
